Five penalties â- four from Tomas Albornoz and one from Rhyno Smith â- seemed to have sent Benetton on the way to a third win on the trot when they led 15-10 with three minutes remaining.
But Akker van der Merwe crossed for Bulls' second try â- after Reinhardt Ludwig's earlier score â- which David Kriel also converted, with Keagan Johannes kicking a first-half penalty.
The South African team were forced to make several changes to their starting line-up after illness struck the camp overnight.
Keagan Johannes was promoted from bench to start at flyhalf in place of Boeta Chamberlain while Stedman Gans and Sebastian de Klerk also missed the contest.
Zak Burger was drafted onto the bench while Chris Barend Smit and Harold Vorster were late changes to the replacements bench.
