The Gunners have had a flying start to the campaign, keeping clean sheets in both their 2-0 victories over Wolves and Aston Villa.
Brighton manager Hurzeler, whose side have won their opening two games against Everton and Manchester United, knows the Seagulls will have to be at their best to get a result against last year's league runners-up.
"They're one of the best teams in the world at the moment," the 31-year-old said.
"They don't have a lot of weaknesses, they have quality and solutions for all phases.
"They're good at set-pieces, they're good in and out of possession.
"We're going to need a really good day. We'll need individual performances, a great togetherness. We go there to win because my squad has the potential."
Arsenal have signed Spain midfielder Mikel Merino and Italy defender Riccardo Calafiori this summer in a bid to close the gap with Pep Guardiola's Manchester City.
And German manager Hurzeler talked up the depth of the Gunners' squad ahead of their meeting in north London.
"(Martin) Odegaard has something special," he added.
"(Kai) Havertz, I like the way he plays, he's one of the best German players we have because he's complete in all behaviours.
"(Bukayo) Saka can decide a game in one situation. They have (Gabriel) Martinelli and (Leandro) Trossard on the other side too, they have good defensive players like (Declan) Rice.
"We're going to have to suffer. There will be phases where we will have to defend together but also bring our style of play there too."
Goalkeeper Bart Verbruggen is expected to return from an injury he picked up in pre-season and Hurzeler expects big things from the 22-year-old Dutchman.
He said: "I think he can become one of the best goalkeepers in the world if he keeps improving.
"He'll have a great future."
