The Croatia striker found a gap in Barcelona's defence, heading in Bryan Zaragoza's cross from close range just 18 minutes into the match.
Zaragoza then doubled Osasuna's lead, breaking free and slotting the ball past goalkeeper Inaki Pena.
After the break, Pau Victor managed to pull one back for Barca with a shot that goalkeeper Sergio Herrera fumbled into his own net.
However, Budimir quickly restored Osasuna's two-goal advantage by converting a penalty he won after being fouled by Sergi Dominguez inside the box.
With five minutes remaining, Abel Bretones extended the lead to 4-1, firing a powerful strike from the edge of the area into the bottom right corner.
Lamine Yamal scored a superb finish into the top corner for Barca, but it was too late to change the outcome.
The defeat means Barca, who had won their first seven league matches, missed the opportunity to equal their best-ever start to a season. Real Madrid could now close the gap to just one point with a win over Atletico Madrid on Sunday.
Looking ahead, Barca will shift their focus to the Champions League, where they will host Young Boys on Tuesday, aiming to bounce back from their opening loss against Monaco.
