The 33-year-old midfielder, who had less than 12 months remaining on his contract with Brighton, attracted interest from Eintracht Frankfurt as well, but ultimately chose to join Dortmund.
Gross, who joined Brighton in 2017, has had a distinguished career with the Seagulls. He made 261 appearances for the club and was voted Brighton's player of the season in May.
His impressive performances earned him his first senior call-up for Germany last year, and he was part of the Germany squad at Euro 2024.
Brighton had offered Gross a new deal, but the allure of playing for Borussia Dortmund proved too strong.
"Pascal has been a fantastic servant to this club," said Brighton's chief executive Paul Barber.
"From the day we opened our account in the Premier League up until last season, he was still scoring goals, assisting goals, getting into the German national squad and getting into the squad for the Euros.
"Obviously, we'd love to keep him. We're also mindful of the stage that he is in, in his career and the opportunity that Dortmund might provide for him."
Dortmund, last season's beaten finalists in the Champions League against Real Madrid, are looking to strengthen their squad and see Gross as a key addition.
Brighton are undergoing significant changes, with Fabian Hurzeler set to replace Roberto De Zerbi as manager.
The club have been active in the transfer market, spending more than £70million on new signings, including Mats Wieffer, Ibrahim Osman, and Yankuba Minteh.
They are also reportedly interested in Turkey left-back Ferdi Kadioglu, who starred at Euro 2024. Fenerbahce are expected to demand a transfer fee of around £30million for Kadioglu.
Meanwhile, Brighton's Billy Gilmour, aged 23, has attracted interest from Napoli, managed by Antonio Conte. Napoli made an initial bid of £8million, which Brighton rejected. However, a new bid of £10million is anticipated.
