The newly promoted Clarets have successfully negotiated an initial loan deal with an obligation to buy the French teen for a reported £15 million fee.
He is set to become the club's fifth signing of the current transfer window following the signings of defender Jordan Beyer, 23, from Borussia Monchengladbach, Dara O'Shea, 24, from West Bromwich Albion, goalkeeper Lawrence Vigouroux, 29, as a free agent and 22-year-old forward Michael Obafemi from Swansea City.
The 19-year-old Coulibaly is a former Paris Saint-Germain youth product and has been in Dortmund's set-up since the 2021/22 season.
He managed to make his Champions League debut last season in a 1-1 draw against Danish giants FC Copenhagen despite being disrupted by a pelvis and a knee injury during the season.
Burnley have also been linked with Al Ahly and South Africa forward Percy Tau, 29, who previously worked with manager Vincent Kompany in the Belgian Jupiler Pro League at Anderlecht and has played in the Premier League with Brighton and Hove Albion.
The Clarets are expected to announce the £19 million signing of England Under 21 hero goalkeeper James Trafford, 20, from Manchester City, following his heroics in his nation's Under-21 European Championship final victory over Spain U21.
