The 69-year-old Portuguese mentor was in charge of Iran at the Qatar 2022 World Cup.
After losing their opening group game 6-2 against England, Queiroz's side beat Wales 2-0 but then saw hopes of reaching the knockout stage ended withn a 1-0 defeat to the United States.
The former Real Madrid boss has replaced Felix Sanchez, whose team lost all their group matches, which was a first for a World Cup host nation.
A statement on the Qatar Football Association Twitter feed read: "Carlos Queiroz is the new head coach of #AlAnnabi.
"We wish the Portuguese coach all the best with our national team."
Some of Queiroz's former jobs include coaching the United Arab Emirates, Colombia, Egypt as well as being assistant to Sir Alex Ferguson at Manchester United.
