Deon Hotto gave Pirates the lead but it was the duo of Colombian Juan Zapata and Venezuelan Darwin Gonzales who hit back for the Citizens to claim a smash-and-grab victory after being pinned for long periods in their own half by Pirates.
With just two minutes gone Pirates' Monnapule Saleng cut inside from the right before unleashing a shot which fizzed just wide of the target.
Pirates were on top and preventing the Mother City outfit from getting out of their half.
The Sea Robbers were rewarded for their dominance with a 20th-minute lead when Hotto collected on the left and just inside the box before rifling a fierce swerving and dipping effort that had Keet flapping at mid-air as Jose Riveiro's side took the lead.
The Bucs were having almost 70 percent of the possession and Innocent Maela tested a busy Keet once again with a powerful effort.
However, it was Eric Tinkler's side who equalised against the run of play when Zapata produced a magnificent header from Lyle Lakay's delivery as the Colombian got his first goal for the club.
The turnaround was complete in the 74th minute when Marc van Heerden produced a trademark cross that found Venezuelan Gonzales, who tucked it home comfortably as City came away with a crucial, morale-boosting three points to end their disappointing run.
