Lukaku has rejected a move to Saudi Arabia and remains adamant about playing for Inter next season, which has strengthened his relationship with the Serie A club.
Chelsea are willing to let go of Lukaku but has turned down Inter's attempts for another loan deal. They are pushing for Inter to commit to a permanent purchase of the striker.
However, Inter's financial situation poses a challenge as they currently lack the funds for a permanent transfer. They are exploring a loan agreement with an obligation to sign Lukaku next summer.
A compromise is expected to be reached soon, with all parties eager to see Lukaku continue at Inter. The most likely outcome is a loan deal with an obligation to buy.
Inter may generate funds through potential player sales, such as Marcelo Brozovic to Al Nassr and negotiations with Manchester United for goalkeeper Andre Onana.
Chelsea have already strengthened their attack with the signings of Christopher Nkunku and Nicolas Jackson.
They haven't ruled out adding another prominent striker, with Victor Osimhen of Napoli as a top target.
The club are also seeking a new goalkeeper and expect to bring in at least one midfielder, prioritising Brighton's Moises Caicedo.
