With 28 points from 11 matches, the Reds have built a five-point lead over City.
Dalglish, who has been following the team closely at the stadium, is impressed with the strong start under new manager Arne Slot, who succeeded Jurgen Klopp at the beginning of the season.
He praised Slot and the players for their excellent performances and expressed optimism that Liverpool can bring the league title back to Anfield by the end of the season.
''Slot has got off to a good start, topping the league ahead of Arsenal. Unbeaten in the European competition, he will qualify to the next round automatically. He is doing very well and should be able to finish strong,'' said Dalglish.
Dalglish believes the Reds are in a stronger position, despite losing their coach, Jürgen Klopp, last season.
''It is a great place for Liverpool at the moment, even though everyone was disappointed when Klopp left the club,'' added Dalglish.
Dalglish is confident that the Reds will be strong contenders against City in the Premier League title race. He believes that a victory over City at Anfield on December 1 could give them a crucial edge in the pursuit of the title.
When asked about the possibility of the Reds completing a Premier League and Champions League double, Dalglish told the national broadcaster that only time will reveal if they are up to the task, though he expressed admiration for their strong start to the season in both competitions.
''Time will tell, I just love that we are off to a good start, just continue to get positive results,'' he expressed.
