Reis has inked a contract that will keep him at the club for the next four and a half years.
Reis, who primarily operates as a right-footed central defender, has already notched 22 appearances for Palmeiras and has nine caps for Brazil's Under-17 team. Despite Palmeiras' desire to retain him on loan until the season's end, Manchester City were firm on bringing the young talent to England immediately.
"This is a dream come true," Reis said. "Since I was a young kid, I've always dreamt of an opportunity like this to play for a club as big as City. The magnitude of Manchester City, its history, and its structure, when the door knocked and it was Manchester City, I knew there wasn't anywhere else to go."
This transfer marks City's second acquisition in the January window, following the signing of Uzbekistan's Abdukodir Khusanov.
This season, City's defence has been under strain due to injuries, and the club are also in talks to sign Eintracht Frankfurt's striker Omar Marmoush before the transfer deadline.
Since joining, Reis has been warmly welcomed by fellow Brazilian and teammate Savinho. "I already had the chance to speak to Savinho," Reis said. "He's a really nice guy. He rang me and we had a nice chat, so that helps a lot.
"I started following him on Instagram and he texted me saying, 'Where are you? I'm waiting for you'. I was well surprised. I had no idea how friendly he is."
Reis is set to follow in the footsteps of other Brazilian stars who have played for City, such as Elano, Fernandinho, Gabriel Jesus, and Ederson.
The presence of countrymen in the squad is expected to ease his transition to life in Manchester. "It helps a lot with welcoming," he continued. "It will be a period of adaptation, especially with the language and the weather. So they will help me a lot during this period and will help me understand a lot more."
Despite his youth, Reis brings leadership to the team, having captained Palmeiras at various youth levels. "For me, it was very natural," he added. "Since a very young age, since the Under-11s, I was a captain, so it's very natural for me to have that leadership.
"I love speaking to everyone and to help on the pitch in any way, so it was very natural for me."
As Manchester City look to bolster their squad for the ongoing title defense, the addition of Vitor Reis could prove to be a strategic move for both the immediate and long-term future of the team.
