Goss, who was an understudy to Ronwen Williams when the shot-stopper had his own penalty heroics at the recent African Cup of Nations (AFCON), denied Thabo Nodada, Thakgalo Leshabela and Joaquim Paciencia in the shoot-out while Siyanda Xulu slotted the winning penalty for the home team.
In the match, it was the hosts that started on the front foot as they controlled proceedings and they duly took the lead after 20 minutes when highly-rated teenager Shandre Campbell found the back of the net.
Etiosa Ighodaro almost doubled the lead but the forward saw his header well-saved by City goalkeeper Darren Keet as Matsatsantsa continued their dominance over the visitors.
The Citizens took a while to get into the contest but eventually found their feet and levelled matters in first-half stoppage-time when Khanyisa Mayo beat Goss.
The goal gave the visitors a lift heading into the break and they were the better side after the interval but could not take their chances and seal the match.
The game eventually went into a penalty shoot-out after extra-time where Goss' heriocs saw Gavin Hunt's charges into the last 16 of the cup competition.
