This followed the release of their financials for the 2022/23 fiscal year as well as budget for the 2024/25 fiscal year during a CAF Assembly held in Addis Ababa, Ethiopia, on Tuesday.
CAF already reduced their losses from R507 million to R162 million over the previous year, and are projecting a net profit of R205 million for the coming year.
Motsepe says the targeted billion-dollar revenue will include investments from the private sector.
"A presentation was made to the CAF Exco yesterday [Monday], which was about the plan to get African football to $1 billion revenue over the next eight years," said Motsepe.
"What's going to happen is that there will be an open tender, and we've had many discussions with potential sponsors and partners, and good progress has been made.
"We're going to pass an Exco resolution in the next few days, open a tender and invite many of the private companies and enterprises to bid and be part of this plan for CAF."
Motsepe, whose first term as the CAF boss comes to an end in March next year, but has reportedly been endorsed by five of the six CAF zonal unions to stand for a second term, says every cent of the revenue will go towards football development on the continent.
"Over the next eight years, this is $1 billion made available for football – every cent of that money must go towards football development, investment in the youth, and academies for boys and girls," he added.
"And part of the plan is to ensure that, if we can get every African nation, or member association, to receive $1 million from CAF every year, starting in 2026, a lot of good progress will have been made.
"We had a lot of challenges over the last few years, and part of the focus of this new leadership – all the vice presidents and CAF Exco – is to lay a foundation so that the huge benefits will be realised over the next two, three, four years."
CAF President Patrice Motsepe on the billion dollar revenue target over the next eight years. He says the plan has been approved by the CAF Exco, and they plan to distribute annual million dollar grants to Member Associations as from 2026.
