The former Bayern player and president expressed his views last week in a discussion with around 120 employees, as revealed by German sports magazine Sport Bild.
The meeting, held at the Allianz Arena, was attended by several key figures, including Bayern Munich president Herbert Hainer, CEO Jan-Christian Dreesen, and vice president Michael Diederich, alongside Hoeness, who remains an honorary president of the club.
Hoeness's harsh words reflected his dissatisfaction with Tuchel's management during his short stint at Bayern Munich. He criticised Tuchel's lack of focus on developing young talent, saying, "He doesn't give enough importance to our academy. It's not just about improving players like Pavlovic, but players like Davies.
"The solution can't always be buying from outside. We need to trust the talent we already have and work hard with them."
This isn't the first time Hoeness has voiced his frustration with Tuchel. Back in April, when Tuchel was still Bayern's manager, Hoeness publicly questioned his reluctance to promote youth players, a key issue during his reign.
Now, with Tuchel gone and the Belgian coach Vincent Kompany in charge, Hoeness expressed his excitement about the new direction, stating, "I'm very enthusiastic about Kompany. He understands the club's values and is committed to giving our young players a chance."
Hoeness also hinted at what needs to improve in the upcoming season, warning, "If we play football the Bayern Munich way and stop losing games like we did against Heidenheim and Hoffenheim after leading 2-0, we'll be singing a different tune."
Hoeness's remarks signal a new chapter for Bayern, with Kompany's leadership being viewed as a positive shift from the controversial Tuchel era.
Tuchel has since been announced as the coach of the England national side.
