The Algerian club are reportedly eager to complete the deal before their transfer window closes at midnight on Friday.
Ogam, who joined Tusker from Rainbow FC at the start of the season, has been in scintillating form, scoring 15 goals and providing two assists in just 14 matches, totalling 17 goal contributions.
Despite this impressive record, Tusker are attempting to convince Ogam to stay until the end of the season.
However, USM Alger is willing to meet Ogam's release clause, and the player himself is reportedly keen on the move.
If Ogam departs, it would leave Tusker with a significant void, with 28 goal contributions lost mid-season, with Shaphan Siwa also leaving to join Kagera Sugar in Tanzania following the end of his contract in December.
"He is a player who is not new to us because we trained with him for a week when we were in Uganda," said coach Charles Okere, speaking to the club's official website.
"He has a lot of experience and will add some depth into our young team.
"He has impeccable leadership qualities and we know he will be a great addition to the team."
In response to these developments, Tusker have bolstered their squad by signing Ugandan international Iguma from Police FC in Kampala.
