According to SkySports, as reported by Diario AS, Gallagher is a target for Atletico Madrid, who aim to bolster their midfield. However, they are unlikely to meet Chelsea's â¬50m asking price. Nonetheless, Chelsea might be willing to negotiate a lower fee.
Atletico's pursuit is complicated by interest from Tottenham Hotspur and Aston Villa. The latter can offer Champions League football this season, and both clubs are likely to have more financial resources than Atletico.
Gallagher joins a list of midfielders linked to Atletico, including Feyenoord's Mats Wieffer, among others.
Given the financial gap, Atletico's ability to secure a Premier League midfielder depends on the player's willingness to explore new opportunities. This was evident last season with Pierre-Emile Hjobjerg, who was targeted by Atletico but deemed too expensive.
Gallagher has been the subject of transfer discussions this summer, despite starting 50 out of 51 games under now-departed Mauricio Pochettino.
