The INEOS chief admitted he was "pleased" to see Rashford leave, as the forward had struggled to earn the trust of new United manager Ruben Amorim.
Rashford made a surprise exit during the January transfer window, securing a six-month loan deal with Aston Villa.
The move came after he fell out of favour at Old Trafford, prompting him to seek a fresh start under Unai Emery.
"He's moved out of Manchester and maybe that's a good thing for him. I am very pleased he is doing well," Ratcliffe told the BBC.
"It's good to see because he has got tremendous talent, but for whatever reason it wasn't working in Manchester for the past couple of seasons. But he is a very talented footballer, Rashford."
Since his arrival at Villa Park, Rashford has enjoyed a resurgence in form. The 26-year-old has registered three assists in seven appearances, proving to be a valuable asset for Emery's side.
His improved performances have raised questions about his long-term future, with some suggesting a permanent transfer to Villa could be on the cards.
Despite Manchester United's reported plans to reintegrate Rashford next season, the forward is considering a permanent move to Villa after the 2024-25 campaign.
He believes continuing under Emery's guidance could help him reclaim his place in the England squad, with the next World Cup firmly in his sights.
