England playmaker Maddison - also a transfer window target for Newcastle United - only has one year left on his current Leicester contract.
The Magpies have instead moved their midfield hunt to AC Milan's Sandro Tonali, clearing the path for Tottenham to make a move for Maddison.
Sky Sports claim the London club are in advanced talks with Leicester over the signing of Maddison, who registered 10 goals in nine assists in 30 Premier League games last season.
The two clubs are yet to agree a fee, with Maddison rated in the £60million bracket, but once that is settled, personal terms are not expected to be a problem for Spurs.
New Tottenham manager Ange Postecoglou has already bolstered his squad, with Dejan Kulusevski making a permanent move from Juventus and goalkeeper Guglielmo Vicario joining from Empoli on Tuesday.
