The Durban franchise made headlines with the signing of a number of Springboks, but ultimately failed in their task to bring silverware to Kings Park. The Sharks bowed out of the Heineken Champions Cup with a loss to French giants Toulouse, then were knocked out in the quarterfinals of the United Rugby Championship by the indomitable Leinster last weekend.
Admittedly, it's been a trying season for South African franchises, as the top teams have been playing in two cross-continental tournaments. The ongoing Currie Cup has tested depth as well.
"We have to develop guys to be a lot better," said Powell, as per rugby365.com.
"When the first-choice players are not available, the second choice must be almost as good. We have to build a system where there is depth. We have to build an Academy and an institute where we fill the senior side from the bottom up and not from the top [down].
"That is a long-term plan and hopefully we get that right in the next two to three years to ensure we have a system that is sustainable and better squad depth so that no matter what 23 we put on the field, they are still a very good side.
"We know, as a system and a team, we are not close to where we want to be."
Last week, Sharks fans rejoiced at the return of John Plumtree - who has played and coached the franchise before - to Durban as head coach.
"John will be a lot more hands-on," confirmed Powell.
"He understands the conditions, environment and culture of the team. Plumtree is very experienced as a coach and that is what the Sharks need at this point."
