The West Ham striker was a late arrival in camp with the Black Stars after picking up a hamstring injury in the 2-0 Premier League victory over Arsenal in December.
Ghana kicked off their AFCON campaign with a shock 2-1 loss to Cape Verde, without Kudus, and will need all their fire-power ahead of facing Mohamed Salah's Pharaohs on Thursday.
Hughton said on Ghanasoccernet on Wednesday: "Mohammed Kudus joined the camp later than anybody else because of an injury sustained in his last game for West Ham.
"We will continue to assess him. He has trained the last few days but we will make a decision tomorrow."
Kudus has been excellent for the Hammers since his switch from Ajax, scoring 10 goals in 25 matches in all competitions.
Hughton added: "We have to make sure he's right. We can't afford to take any risks."
