The 23-year-old, who has made over 40 appearances for his national team, joins the Green-Whites until the end of the season.
"Issa is a very exciting player who's got experience in a number of different leagues in different countries despite his young age," said Werder's head of professional football, Peter Niemeyer, as quoted by the club's official website.
"Due to Olivier Deman's imminent transfer and Felix Agu's injury, the opportunity has opened up at short notice for us to sign Issa on loan until the end of the season.
"He fits the profile we wanted perfectly, as he's flexible and can play on both sides. We want to make sure that we have multiple options for every position.
"We're very happy that we've been able to complete this loan signing in such a short time."
Kabore, who started his career at Rahimo FC in Burkina Faso, has experienced a dynamic professional journey.
After joining KV Mechelen in Belgium in 2019, he transferred to Manchester City in 2021.
Since then, the talented right-back has spent time on loan at Marseille, Luton Town, and, most recently, Benfica, where he played during the first half of the current season.
The defender brings extensive experience from top European leagues, with 53 Ligue 1 appearances, 28 in the Belgian Jupiler Pro League, and 24 in the Premier League.
"I'm really looking forward to my new challenge at Werder and in the Bundesliga. Werder have had a very good season so far. I want to play my part in us building on a strong first half of the campaign, and to get to know the club, the fans and the city," said Kabore.
Kabore also has six Champions League appearances to his name, showcasing his ability to perform on football's biggest stage.
Werder Bremen have handed Kabore the number 29 shirt as they strengthen their squad for the second half of the season.
The club's management expressed confidence in his versatility and international pedigree, hoping his skills will bolster their defence.
