Volland, who played for 1860 Munich, Hoffenheim and Bayer Leverkusen before moving to France in 2020, has signed an undisclosed deal.
"I was raised in the Bundesliga and have always followed it," the 31-year-old said. "The fact that I now get the chance to play at the highest level here at Union makes me very happy. The club and the team have big plans, and I want to do my best to play my part."
Volland produced 39 goals and 24 assists in 115 competitive appearances for Monaco. The 15-time Germany international previously had a hand in over 80 goals in 149 games for Leverkusen, and more than 70 across 144 outings for Hoffenheim, having broken onto the senior scene with 1860 Munich in 2010/11. In 247 Bundesliga games to date, he has registered 77 goals and 62 assists.
"In all the talks with Kevin, we could tell how much he wanted to return to Germany and the Bundesliga," commented Union sporting director Oliver Ruhnert. "He has proven his qualities in front of goal both nationally and internationally over the years. We're looking forward to working with him."
Volland's signature marks another statement of intent from Union. The capital club, who qualified for the UEFA Champions League group stage for the first time last season, recently acquired the services of Germany international left-back from Robin Gosens from Inter Milan. USA talent Brenden Aaronson and Chelsea's David Fofana have also switched to the Alten Försterei on loan during the summer transfer window.
Union - a German top-flight presence since 2019 - host Mainz in their 2023/24 Bundesliga opener on Sunday. They will learn their Champions League fate when the draw for the group stage is made in Monaco on 31 August.
