The national team mentor made his announcement at the SABC studios on Thursday afternoon when trimming down the number from the initial 32 to a 23-man team that will assemble next week.
Notable omissions include goalkeeper Veli Mothwa, defender Siyabonga Ngezana and striker Percy Tau.
Broos had also considered forward Tshegofatso Mabasa, last season’s top goal scorer in the Premier Soccer League [PSL] following calls to have the Orlando Pirates player on his radar.
He has not selected him for the fixtures against Congo, first in Gqeberha next week before Bafana travel away for the return match.
Broos has decided to keep centre back Thabiso Sesane, who has impressed since grabbing the opportunity at his club Pirates at the start of the current season.
Midfielder Luke Le Roux also makes the cut, while skipper Ronwen Williams makes a return having missed the two matches in September, the 2-2 draw against Uganda in the group opener as well as the emphatic 3-2 win over South Sudan a few days later away from home.
