It was good way to finish the international break for the hosts after a disappointing goalless draw against Namibia at the same venue on Saturday.
Bafana coach Hugo Broos made plenty of changes from Saturday's encounter with only Siyanda Xulu, Innocent Maela, Bathusi Aubaas and Foster keeping their places in the line-up.
Percy Tau, Mihlali Mayambela and Orlando Pirates' in-form forward Zakhele Lepasa played alongside Foster upfront in an atacking team named by Broos while Ricardo Goss started in goal.
The move paid off as Bafana took the lead after 25 minutes when Burnley striker Foster pounced on a loose ball to bury his effort past visiting goalkeeper Lionel Mpasi.
DRC had their own attackers to call upon including Brentford striker Yoane Wissa, with Goss making five pivotal saves in the contest.
Bafana though held on for victory with the hosts now nine games without a defeat under Broos with the last loss coming against Morocco in Rabat in June 2021.
South Africa will next be in action in October when they take on eSwatini at home and African Cup of Nations hosts Ivory Coast away.
